Should Barak Obama win in the November election, he could rival Bill Clinton as the most anti-gun president in U.S. history. 
&lt;br /&gt;
Sen. Obama claims on the campaign trail that he believes the Second Amendment protects an individual right, but he thought the Washington, D.C. gun ban was constitutional. He supports banning semi-automatic firearms, and in the Illinois state senate, Obama voted to limit handgun purchases to one-a-month and opposed a bill to prevent frivolous lawsuits against the firearms industry. 
&lt;br /&gt;
While his overall résumé may be thin, Barak Obama's stance on the Second Amendment is clear. Not surprisingly, Democrats are hopeful that Sen. Obama's running mate, Delaware Sen. Joseph Biden, will bring to the ticket experience and blue collar appeal that Obama lacks. 
&lt;br /&gt;
&amp;quot;He's an expert on foreign policy whose heart and values are rooted firmly in the middle class,&amp;quot; Obama said at a rally in Springfield, Ill., introducing his newly selected vice-presidential candidate. Why, he was even born in Scranton, Pennsylvania. How much more middle American can you get? 
&lt;br /&gt;
Obama and other party leaders, however, will discover just how out of touch &amp;quot;Average Joe&amp;quot; Biden is with most Americans when it comes to the Second Amendment. In fact, without Sen. Biden (who holds a putrid &amp;quot;F-&amp;quot; rating from Gun Owners of America) former president Clinton would not have been nearly as effective passing an extremist gun control agenda. 
&lt;br /&gt;
As Chairman of the Senate Judiciary Committee in the early 1990s, Biden oversaw some of the most massive expansions of gun control in the history of the United States. Biden was an early and chief proponent of the Brady bill, which required a five day waiting period before the purchase of a handgun. The Brady bill probably would not have passed without Biden strong-arming Republicans and getting the bill through the Senate 1993. 
&lt;br /&gt;
Another of Biden's chief claims to fame, as noted on his own senate website, is authoring the 1994 Crime Bill with its so-called assault weapons ban, a gun prohibition that actually banned over 180 types of common semi-automatic firearms. President Clinton noted in a 1994 speech that without Biden, &amp;quot;there would have been no crime bill this year.&amp;quot; 
&lt;br /&gt;
Not lost on the former president, though, was the fact that the Brady Act and the Crime bill contributed to his party losing control of Congress. Clinton told editors of the Cleveland Plain-Dealer newspaper that gun control votes cost his party 20 seats in Congress in the 1994 mid-term elections. 
&lt;br /&gt;
When the semi-auto ban &amp;quot;sunset&amp;quot; in 2004, Sen. Biden did not celebrate with the majority of &amp;quot;middle America.&amp;quot; Instead, he continues his fight against the Second Amendment, and is currently the author of a bill to renew the unpopular gun ban. 
&lt;br /&gt;
The anti-gun Democrats who control the leadership positions in the House (Nancy Pelosi) and Senate (Harry Reid) are hoping that the Obama/Biden team will be there to sign their anti-gun legislation into law after the November elections -- leaving law-abiding American gun owners hung out to dry and the Constitution destroyed. 
&lt;br /&gt;
Obama may be giddy with the thought that he has selected someone to reach out to hard-working middle class Americans. But he has made a serious miscalculation about Biden's blue collar, moderate bona fides. He's going to learn that most Americans love liberty, cherish freedom, and, to borrow a phrase, &amp;quot;cling&amp;quot; to their Second Amendment rights. On that score, Biden is no &amp;quot;Average Joe.&amp;quot;

In Spring of last year Congress tried to pass an immigration bill stuffed with dangerous provisions, including a &amp;quot;safe&amp;quot; Social Security card. The bill seemed sure to pass, until Congress was overwhelmed by public opposition. 
&lt;br /&gt;
A Senator came to floor, near tears, saying he felt intimidated, and changed his vote to no. Another Senator angrily called for regulations to control those who had stirred up the public's opposition -- he thought the &amp;quot;culprit&amp;quot; was talk radio.
&lt;br /&gt;
The immigration bill failed. 
&lt;br /&gt;
It happened again last Monday, when the Big Bailout failed its first vote in the House. Congress felt overwhelmed and intimidated. The pressure worked on Monday. Why didn't it continue to work on Friday? 
&lt;br /&gt;
We provided some of the answers yesterday. We provide more answers below. If you haven't read yesterday's message, we strongly suggest you do so. You can access it on the DownsizeDC.org blog.
&lt;br /&gt;
The passage of the Big Bailout marks the first time in my memory that overwhelming public pressure was ignored by Congress. Here are more reasons why it happened . . .  
&lt;br /&gt;
Agenda Setting Theory: 
&lt;br /&gt;
People look to the crowd and to opinion leaders to choose between competing opinions and theories. Those who set the agenda for the public discussion have inordinate power over the choices people will make. Agenda Setting Theory is abundantly well-tested and very real. 
&lt;br /&gt;
At the top of the &amp;quot;agenda setting&amp;quot; hierarchy is the mainstream, institutional media, followed close behind by politicians and major business leaders. The media ran an around-the-clock infomercial for the bailout. They even changed its name to “the rescue plan.” 
&lt;br /&gt;
The only way to overcome the &amp;quot;agenda setting&amp;quot; power of the media and the establishment elite is Operation Everywhere. We need an army so large that our message is heard by everyone, everywhere, every day. We must become &amp;quot;agenda setters.&amp;quot; We need to supply spokesman and run commercials on those networks, round the clock. When that happens, we will win. If we don't make that happen, then we will always lose.
&lt;br /&gt;
To become &amp;quot;agenda setters&amp;quot; we must build a huge army and implement Operation Everywhere. 
&lt;br /&gt;
 
&lt;br /&gt;
Padding the Resume: 
&lt;br /&gt;
Many people assume that representative government failed on Friday. But in fact, Congress was representing its most important constituents. The problem is that you and I aren't among those most important constituents. 
&lt;br /&gt;
As we explain in &amp;quot;The Downsize DC Vision,&amp;quot; members of Congress and their staffs are just like anyone else. They’re looking past the present vote to their next job, in this case, working for the very moneyed interests that lobby them. When Congress passed the Big Bailout they did so on behalf of their future employers. 
&lt;br /&gt;
To become important constituents and gain representation in Congress we must have a big army, and a huge megaphone -- Operation Everywhere. 
&lt;br /&gt;

&lt;br /&gt;
The &amp;quot;Can’t Say No” Syndrome: 
&lt;br /&gt;
It's always hard for Congress to say no to its most important constituents, but especially in time of crisis. Politicians and the media respond to crisis like Pavlov’s dogs. In a time of perceived crisis most politicians are more afraid of doing nothing and being blamed if the crisis worsens, than they are of doing something and having the crisis worsen. 
&lt;br /&gt;
Politicians have a psychological need to at least be able to say they tried. And for a politicians &amp;quot;trying&amp;quot; always means one thing -- more government. 
&lt;br /&gt;
When all the world looks like a nail, and all you’ve got is a hammer, something is going to get pounded. The only tools Congress has are money and coercive force, so right now they're throwing money at the problem. Don't be surprised if coercive measures follow. 
&lt;br /&gt;
We need our own hammer. We need a huge army and Operation Everywhere. We need to be able to make Congress our nail!
&lt;br /&gt;
We have only one prediction: THEY’LL BE BACK. This bailout won’t work. It defies the gravitational pull of real market prices, risk, supply, and demand. The voting public wasn’t buying it, and judging by the performance of the markets since the bailout was past the investing public isn’t buying it either. 
&lt;br /&gt;
But every cloud has a silver lining, and this case is no different. Here are the silver linings we see . . .
&lt;br /&gt;
1) The Empire is dying. Maybe we'll get our Republic back. Troops will probably be returning soon, for financial reasons. And further federal intervention in the health care market may be delayed, perhaps indefinitely. 
&lt;br /&gt;
2) You're not alone in your anger. This issue woke-up some people. Will it change public thinking significantly? . . . immediately? No. Public opinion evolves. It ratchets up and down. But more people are waking up. And what are they waking up to? This . . .
&lt;br /&gt;
The idea that government &amp;quot;fixes&amp;quot; do more harm than good. We can benefit from this in the long term, if we do the right thing. The right thing means building a huge army and making our ideas visible to everyone, everywhere, every day.  
&lt;br /&gt;

Ms. JACKSON-LEE of Texas introduced the following bill; which was

A BILL
&lt;br /&gt;

&lt;br /&gt;
To amend title 23, United States Code, to establish national standards
&lt;br /&gt;
for State safety inspections of motor vehicles, and for other purposes.
&lt;br /&gt;

&lt;br /&gt;
      Be it enacted by the Senate and House of Representatives of the
&lt;br /&gt;
United States of America in Congress assembled,
&lt;br /&gt;

&lt;br /&gt;
SECTION 1. SHORT TITLE.
&lt;br /&gt;

&lt;br /&gt;
      This Act may be cited as the `Michael Jon Newkirk Transportation
&lt;br /&gt;
Safety Enhancement Act of 2008'.
&lt;br /&gt;

&lt;br /&gt;
SEC. 2. STATE SAFETY INSPECTIONS OF MOTOR VEHICLES.
&lt;br /&gt;

&lt;br /&gt;
      (a) In General- Chapter I of title 23, United States Code, is
&lt;br /&gt;
amended by adding at the end the following:
&lt;br /&gt;

&lt;br /&gt;
`Sec. 167. State safety inspections of motor vehicles
&lt;br /&gt;

&lt;br /&gt;
      `(a) Withholding of Apportionments for Noncompliance-
&lt;br /&gt;

&lt;br /&gt;
            `(1) FISCAL YEAR 2011- On October 1, 2010, the Secretary
&lt;br /&gt;
shall withhold 5 percent of the amount required to be apportioned to a
&lt;br /&gt;
State on that date under each of paragraphs (1), (3), and (4) of section
&lt;br /&gt;
104(b) if the State does not meet the requirements of paragraph (3) on
&lt;br /&gt;
that date.
&lt;br /&gt;

&lt;br /&gt;
            `(2) THEREAFTER- On October 1, 2011, and on the first day of
&lt;br /&gt;
each fiscal year thereafter, the Secretary shall withhold 10 percent of
&lt;br /&gt;
the amount required to be apportioned to a State on that date under each
&lt;br /&gt;
of paragraphs (1), (3), and (4) of section 104(b) if the State does not
&lt;br /&gt;
meet the requirements of paragraph (3) on that date.
&lt;br /&gt;

&lt;br /&gt;
            `(3) REQUIREMENT- A State meets the requirements of this
&lt;br /&gt;
paragraph if the State has enacted and is enforcing a law that requires
&lt;br /&gt;
the owner of a motor vehicle (as such term is defined in section 154(a))
&lt;br /&gt;
registered in the State to present the vehicle for inspection on an
&lt;br /&gt;
annual basis to ensure that the vehicle meets or exceeds motor vehicle
&lt;br /&gt;
safety standards to be established by the State. At a minimum, such
&lt;br /&gt;
standards shall ensure that the seatbelts and speedometer installed in
&lt;br /&gt;
the vehicle are operable.
&lt;br /&gt;

&lt;br /&gt;
      `(b) Apportionment of Withheld Funds After Compliance-
&lt;br /&gt;

&lt;br /&gt;
            `(1) PERIOD OF AVAILABILITY OF WITHHELD FUNDS-
&lt;br /&gt;

&lt;br /&gt;
                  `(A) FUNDS WITHHELD ON OR BEFORE SEPTEMBER 30, 2012-
&lt;br /&gt;
Any funds withheld under subsection (a) from apportionment to any State
&lt;br /&gt;
on or before September 30, 2012, shall remain available until the end of
&lt;br /&gt;
the third fiscal year following the fiscal year for which the funds are
&lt;br /&gt;
authorized to be appropriated.
&lt;br /&gt;

&lt;br /&gt;
                  `(B) FUNDS WITHHELD AFTER SEPTEMBER 30, 2012- No funds
&lt;br /&gt;
withheld under this section from apportionment to any State after
&lt;br /&gt;
September 30, 2012, shall be available for apportionment to the State.
&lt;br /&gt;

&lt;br /&gt;
            `(2) APPORTIONMENT- If, before the last day of the period
&lt;br /&gt;
for which funds withheld under subsection (a) from apportionment are to
&lt;br /&gt;
remain available for apportionment to a State under paragraph (1), the
&lt;br /&gt;
State meets the requirement of subsection (a)(3), the Secretary shall,
&lt;br /&gt;
on the first day on which the State meets the requirement, apportion to
&lt;br /&gt;
the State the funds withheld under subsection (a) that remain available
&lt;br /&gt;
for apportionment to the State.
&lt;br /&gt;

&lt;br /&gt;
            `(3) PERIOD OF AVAILABILITY OF SUBSEQUENTLY APPORTIONED
&lt;br /&gt;
FUNDS- Any funds apportioned pursuant to paragraph (2) shall remain
&lt;br /&gt;
available for expenditure until the end of the third fiscal year
&lt;br /&gt;
following the fiscal year in which the funds are so apportioned. Sums
&lt;br /&gt;
not obligated at the end of that period shall lapse.
&lt;br /&gt;

&lt;br /&gt;
            `(4) EFFECT OF NONCOMPLIANCE- If, at the end of the period
&lt;br /&gt;
for which funds withheld under subsection (a) from apportionment are
&lt;br /&gt;
available for apportionment to a State under paragraph (1), the State
&lt;br /&gt;
does not meet the requirement of subsection (a)(3), the funds shall
&lt;br /&gt;
lapse.'.
&lt;br /&gt;

&lt;br /&gt;
      (b) Conforming Amendment- The analysis for such chapter is amended
&lt;br /&gt;
by adding at the end the following:
&lt;br /&gt;

One theme sounded again and again last weekend at the Motorcycle Riders
&lt;br /&gt;
Foundation's Meeting of the Minds was that more regulation is on the
&lt;br /&gt;
way. The group is very concerned about getting out ahead of the curve
&lt;br /&gt;
and helping to shape the discussion, rather than constantly being
&lt;br /&gt;
reactive and responding to someone else's agenda.
&lt;br /&gt;

&lt;br /&gt;
The group is already working on programs to combat impaired riding.
&lt;br /&gt;
Motorcycle fatalities are probably the number one factor that leads to
&lt;br /&gt;
government feeling that &amp;quot;something must be done&amp;quot; to fix motorcycling. In
&lt;br /&gt;
many instances alcohol is a factor. But beyond that, as Duane Taylor of
&lt;br /&gt;
the Motorcycle Industry Council noted, &amp;quot;We're losing too many of our
&lt;br /&gt;
friends.&amp;quot;
&lt;br /&gt;

&lt;br /&gt;
MRF President Kirk &amp;quot;Hardtail&amp;quot; Willard echoed that statement, saying
&lt;br /&gt;
&amp;quot;We've got to stop killing ourselves,&amp;quot; but he added that at the same
&lt;br /&gt;
time, &amp;quot;It's time to stand up and say 'It's not my fault just because I
&lt;br /&gt;
ride a motorcycle.'&amp;quot; Put differently, he was saying that the choice to
&lt;br /&gt;
ride a motorcycle is not the relevant factor. Relevant factors do
&lt;br /&gt;
include a lack of rider training, impaired riding, and motorists who
&lt;br /&gt;
don't pay attention to the motorcycles sharing the road with them.
&lt;br /&gt;

&lt;br /&gt;
One speaker noted that many governmental approaches to improving
&lt;br /&gt;
motorcycle safety fail to take the basic step of first determining what
&lt;br /&gt;
causes motorcycle accidents in the first place. The most recent such
&lt;br /&gt;
study was done in 1981. After much effort on the part of the
&lt;br /&gt;
motorcycling community, a new study has been authorized and funded, but
&lt;br /&gt;
is slow getting off the ground. That study needs to move forward, say
&lt;br /&gt;
MRF members.
&lt;br /&gt;

&lt;br /&gt;
But even that is not without certain risks. Once the report is complete,
&lt;br /&gt;
there will be proposals put forth in response. This is an area where the
&lt;br /&gt;
MRF wants to be proactive, to help ensure that the responses are
&lt;br /&gt;
appropriate. An example of an inappropriate response was the
&lt;br /&gt;
overwhelming manner in which government decided after the 1981 report
&lt;br /&gt;
that the answer was to make sure all motorcyclists wear helmets. The
&lt;br /&gt;
fallacy of that simplistic approach is shown in the fact that some
&lt;br /&gt;
states with no helmet laws have lower fatality rates than some states
&lt;br /&gt;
that require all bikers to wear helmets. Additionally, 60 percent of all
&lt;br /&gt;
bikers killed last year were wearing helmets, so clearly helmets are no
&lt;br /&gt;
panacea. But passing helmet laws helped legislators feel good that they
&lt;br /&gt;
were doing something. No matter that what they were doing was
&lt;br /&gt;
ineffective.
&lt;br /&gt;

&lt;br /&gt;
There's no wrapping this all up into a neat, concluding summation. It's
&lt;br /&gt;
an open-ended discussion. The important thing is that the discussion is
&lt;br /&gt;
in progress.

As the nation on Sept. 17 again marks Constitution Day, it’s worth noting what a difference a few centuries make.
&lt;br /&gt;

&lt;br /&gt;
“Constitution Day” is a relatively new mandate from Congress for the nation’s schools and colleges — and an invitation for the rest of us — to spend time annually considering the 1787 document that created a strong, stable central government.
&lt;br /&gt;

&lt;br /&gt;
The Constitution replaced a much looser set of rules spelling out how the states would cooperate as a nation — the Articles of Confederation — that quickly proved unworkable in the view of many of the nation’s Founders.
&lt;br /&gt;

&lt;br /&gt;
Just four years after ratifying the Constitution, after much debate, the states adopted the First Amendment and the rest of the Bill of Rights in 1791 as a guarantee that the strong federal government would not trample on individual basic freedoms.
&lt;br /&gt;

&lt;br /&gt;
More than two centuries later, that fear of government has mellowed for many of our fellow citizens, according to the 2008 State of the First Amendment survey released today by the First Amendment Center.
&lt;br /&gt;

&lt;br /&gt;
Americans traditionally support the general concepts of free expression and religious liberty, but when asked in the survey about specific situations, many were willing to accept a measure of government involvement or even control.
&lt;br /&gt;

&lt;br /&gt;
The nationwide survey questions adults each year on their attitudes and opinions about free expression, a free press and religious liberty. The survey found that this year:
&lt;br /&gt;

&lt;br /&gt;
          o 39% would extend to subscription cable and satellite television the government’s current authority to regulate content on over-the-air broadcast television.
&lt;br /&gt;
          o 54% would continue IRS regulations that bar religious leaders from openly endorsing political candidates from the pulpit without endangering the tax-exempt status of their organizations.
&lt;br /&gt;
          o 66% say the government should be able to require television broadcasters to offer an equal allotment of time to conservative and liberal broadcasters; 62% would apply that same requirement to newspapers, which never have had content regulated by the government.
&lt;br /&gt;
          o 38% would permit government to require broadcasters to report a specified amount of “positive news” in return for licenses to operate.
&lt;br /&gt;
          o 31% would not permit musicians to sing songs with lyrics that others might find offensive.
&lt;br /&gt;
          o 68% favor government restrictions on campaign contributions by private companies, and 55% favor such limits on amounts individuals can contribute to someone else’s campaign.
&lt;br /&gt;

&lt;br /&gt;
One of the great debates in Colonial America was whether or not to continue as citizens of a benevolent monarch — as kings saw themselves in those days — who would decide what could be said, sung or printed, along with controlling elections and the courts. In the end, the Founders declared their independence and the “inalienable” rights of individuals, and later used the Bill of Rights to define strong limits on how government might intrude on those rights.
&lt;br /&gt;

&lt;br /&gt;
Perhaps one reason so many are not fearful of, or would even invite, government limits on the five freedoms is that so few of us can even name them.
&lt;br /&gt;

&lt;br /&gt;
The survey found again this year that just 3% of those questioned could name “petition” as one of the five freedoms in the First Amendment. Only “speech” was named by a majority of respondents, 56%. Less than 20% named religion (15%), press (15%) or assembly (14%). The number for speech is the lowest in the 11-year history of the survey. As troubling: 4 in 10 could not name any freedom — the highest such result in the survey’s history.
&lt;br /&gt;

&lt;br /&gt;
“Inalienable” rights for all, indeed — but in today’s United States, rights that are unknown, unnamed, or even undefended, by many.

&lt;br /&gt;
The Tennessee Center for Policy Research issued a policy paper yesterday
&lt;br /&gt;
questioning the motivation of cities that use red light cameras. The
&lt;br /&gt;
center describes itself as a non-profit group dedicated to promoting
&lt;br /&gt;
free market solutions to public policy issues. Analysts at the center
&lt;br /&gt;
examined eight photo enforcement programs in the Volunteer State with an
&lt;br /&gt;
eye toward revenue, safety and legality. The researchers determined this
&lt;br /&gt;
particular free market solution was not worth adopting.
&lt;br /&gt;

&lt;br /&gt;
&amp;quot;The argument that red light cameras increase safety is preposterous,&amp;quot;
&lt;br /&gt;
report co-author Justin Owen said in a statement. &amp;quot;The only thing that
&lt;br /&gt;
increases is the amount of money going from the pockets of drivers into
&lt;br /&gt;
the pockets of the cities and the red light camera companies.&amp;quot;
&lt;br /&gt;

&lt;br /&gt;
The report found that between 45 and 85 percent of the revenue from each
&lt;br /&gt;
photo ticket goes to a private, for-profit company located either in the
&lt;br /&gt;
US, Australia or Germany. Kingsport, for example, collected $342,150
&lt;br /&gt;
from traffic tickets, parking fines and code enforcement in 2006. The
&lt;br /&gt;
following year, the city installed red light cameras and increased this
&lt;br /&gt;
amount to a staggering $1,529,823. Australia's Redflex pocketed $45,600
&lt;br /&gt;
out of the first $57,000 in tickets collected, and all revenue above
&lt;br /&gt;
this amount was split 50-50 between the city and Redflex.
&lt;br /&gt;

&lt;br /&gt;
The report's authors obtained data from the city of Chattanooga and
&lt;br /&gt;
determined that accidents increased at some intersections and declined
&lt;br /&gt;
at others between January 2006 and 2008. The authors contend that this
&lt;br /&gt;
shows photo enforcement systems deliver no demonstrable safety benefit.
&lt;br /&gt;
Instead, the report showed that cities have ignored proven engineering
&lt;br /&gt;
alternatives such as increasing the duration of the yellow period at
&lt;br /&gt;
traffic lights beyond the ITE's bare minimum standard. In at least one
&lt;br /&gt;
case, Chattanooga was caught using yellows so short that they violated
&lt;br /&gt;
the law and forced a judge to order $8800 in refunds.
&lt;br /&gt;

&lt;br /&gt;
The analysts also questioned the practice of treating a red light camera
&lt;br /&gt;
citation as a civil, not criminal matter. The primary purpose of a civil
&lt;br /&gt;
fine, such as a building code or zoning violation, is to remedy an
&lt;br /&gt;
existing condition or deter ongoing conduct. This contrasts with a
&lt;br /&gt;
criminal fine designed to punish past conduct. Under this construction,
&lt;br /&gt;
red light camera tickets are classified improperly.
&lt;br /&gt;

&lt;br /&gt;
&amp;quot;Once the light has been run, the specific violation itself cannot be
&lt;br /&gt;
remedied,&amp;quot; the report stated. &amp;quot;This corroborates the notion that,
&lt;br /&gt;
although cities deem these fines to be civil, they are actually
&lt;br /&gt;
punitive, and additional constitutional protections should apply.&amp;quot;
&lt;br /&gt;

&lt;br /&gt;
The specific protection cities seek to avoid by improperly adopting
&lt;br /&gt;
civil procedures, the authors say, is the presumption that the accused
&lt;br /&gt;
is innocent unless proved otherwise. By side-stepping the criminal
&lt;br /&gt;
process, cities can impose fines without establishing guilt beyond a
&lt;br /&gt;
reasonable doubt.
&lt;br /&gt;

I have chosen the best lines of four of the greatest speeches in history that changed the world in their time. I shall show you how each can be translated to cover the problems we each face today. Let’s begin with Winston Churchill:  He was speaking of fighting the Germans when he said “to wage war against a monstrous tyranny, never surpassed in the dark, lamentable catalogue of human crime.” He could very easily have been speaking of fighting the deplorable tyranny to which our federal government has sunk. A government hell bent on taking the most successful Republic Nation in the world, placing it in the hands of private corporations( from our currency to our defense and all points in between ) with the intent of creating a single world government run by the largest International Corporation CEOs. This is indeed a more lamentable human crime than any war because then we knew the enemy and fought to defeat them.
&lt;br /&gt;

&lt;br /&gt;
Martin Luther King Jr :  Hit the nail on the head even today when he made his statement about the fierce urgency of now. “This is no time to engage in the luxury of cooling off or to take the tranquilizing drug of gradualism.” When the Texas Motorcycle Rights Association was formed it was pointed out that we had a small window of time to save our state through the political process. We have been somewhat successful in our efforts but the window is gone and there is no time to waste. We get only one more concerted effort to save the entire Nation and that time is NOW.
&lt;br /&gt;

&lt;br /&gt;
Lyndon Johnson : When Johnson said “It is wrong — deadly wrong — to deny any of your fellow Americans the right to vote in this country”. He was of course talking about Black Americans and you notice I did not say African-Americans. There is no such thing. There are Americans of African descent.
&lt;br /&gt;

&lt;br /&gt;
Today he could have added “and have those votes counted”. The voting machines, manufactured in foreign countries and run by their agents have been proven to change the vote count to come out with a preconceived winner. We filed a law suit as one of our members with three degrees in computer programming,( the same programs used by these machines), was present during his Democrat Primary  and showed them what was happening. Unfortunately he hired a Republican Attorney who just happened to miss the deadline for filing by one day. We have to eliminate these machines and have our votes done on paper and counted by hand.
&lt;br /&gt;

&lt;br /&gt;
Ronald Reagan  :  “ Mr. Gorbachev, tear down that wall.” Today Reagan would say “Mr. President and all elected and appointed officials, tear down that wall of secrecy between the federal government and the citizens who elected you to represent them”. He would have told them to read all Bills and Amendments on public television and place them in the public along with the vote on each. No more of this passing Bills with “without objection so ordered”. Give us record votes. No more secret Executive Orders or Presidential Directives. Each must be issued on prime time TV and Congress must then vote whether to accept them or not in a recorded vote on Prime time TV and be printed in the Congressional Record

If someone could come up with a plan to save our nation and return it to a Republic, run by the people, with a limited central government would you be willing to do your part which would be simple and cost you nothing? To have the Constitution be reinstated as supreme law rather than have a President who calls it a God Damned piece of Paper joined by Legislators, both Federal and State who have no qualms about setting aside the Constitution at will for the sake of expedience.

MR. PRESIDENT: It is natural to man to indulge in the illusions of hope. We are apt to shut our eyes against a painful truth -- and listen to the song of that siren, till she transforms us into beasts. Is this the part of wise men, engaged in a great and arduous struggle for liberty? Are we disposed to be of the number of those, who having eyes, see not, and having ears, hear not, the things which so nearly concern their temporal salvation? For my part, whatever anguish of spirit it may cost, I am willing to know the whole truth; to know the worst, and to provide for it.
&lt;br /&gt;

&lt;br /&gt;
I have but one lamp by which my feet are guided; and that is the lamp of experience. I know of no way of judging of the future but by the past. And judging by the past, I wish to know what there has been in the conduct of the British ministry for the last ten years, to justify those hopes with which gentlemen have been pleased to solace themselves and the house? Is it that insidious smile with which our petition has been lately received? Trust it not, sir; it will prove a snare to your feet. Suffer not yourselves to be betrayed with a kiss. Ask yourselves how this gracious reception of our petition comports with those warlike preparations which cover our waters and darken our land. Are fleets and armies necessary to a work of love and reconciliation? Have we shown ourselves so unwilling to be reconciled that force must be called in to win back our love? Let us not deceive ourselves, sir. These are the implements of war and subjugation -- the last arguments to which king resort. I ask gentlemen, sir, what means this martial array, if its purpose be not to force us to submission? Can gentlemen assign any other possible motive for it? Has Great Britain any enemy in this quarter of the world, to call for all this accumulation of navies and armies? No, sir, she has none. They are meant for us: they can be meant for no other. They are sent over to bind and rivet upon us those chains which the British ministry have been so long forging. And what have we to oppose to them? Shall we try argument? Sir, we have been trying that for the last ten years. Have we anything new to offer upon the subject? Nothing. We have held the subject up in every light of which it is capable; but it has been all in vain. Shall we resort to entreaty and humble supplication? What terms shall we find which have not been already exhausted? Let us not, I beseech you, sir, deceive ourselves longer.

Sir, we have done everything that could be done to avert the storm which is now coming on. We have petitioned -- we have remonstrated -- we have supplicated -- we have prostrated ourselves before the throne, and have implored its interposition to arrest the tyrannical hands of the ministry and parliament. Our petitions have been slighted; our remonstrances have produced additional violence and insult; our supplications have been disregarded; and we have been spurned, with contempt, from the foot of the throne. In vain, after these things, may we indulge the fond hope of peace and reconciliation. There is no longer any room for hope. If we wish to be free -- if we mean to preserve inviolate those inestimable privileges for which we have been so long contending -- if we mean not basely to abandon the noble struggle in which we have been so long engaged, and which we have pledged ourselves never to abandon until the glorious object of our contest shall be obtained -- we must fight! -- I repeat it, sir, we must fight!! An appeal to arms and to the God of Hosts, is all that is left us!

They tell us, sir, that we are weak -- unable to cope with so formidable an adversary. But when shall we be stronger? Will it be the next week or the next year? Will it be when we are totally disarmed, and when a British guard shall be stationed in every house? Shall we gather strength by irresolution and inaction? Shall we acquire the means of effectual resistance by lying supinely on our backs, and hugging the delusive phantom of hope, until our enemies shall have bound us hand and foot? Sir, we are not weak, if we make a proper use of those means which the God of nature has placed in our power. Three millions of people, armed in the holy cause of liberty, and in such a country as that which we possess, are invincible by any force which our enemy can send against us. Besides, sir, we shall not fight our battles alone. There is a just God who presides over the destinies of nations; and who will raise up friends to fight our battles for us. The battle, sir, is not to the strong alone; it is to the vigilant, the active, the brave. Besides, sir, we have no election. If we were base enough to desire it, it is now too late to retire from the contest. There is no retreat but in submission and slavery! Our chains are forged. Their clanking may be heard on the plains of Boston! The war is inevitable and let it come!! I repeat it, sir, let it come!!!

It is in vain, sir, to extenuate the matter. Gentlemen may cry, peace, peace -- but there is no peace. The war is actually begun! The next gale that sweeps from the north will bring to our ears the clash of resounding arms! Our brethren are already in the field! Why stand we here idle? What is it that gentlemen wish? What would they have? Is life so dear, or peace so sweet, as to be purchased at the price of chains and slavery? Forbid it, Almighty God! -- I know not what course others may take; but as for me, give me liberty or give me death!

Beautifully spoken words by one of my favorite Patriots. I have Liberty or Death Tattooed on the left side of my head. Of course I have a Mohawk haircut so it is easily visible.

&lt;br /&gt;
Again these words spoken over 200 years ago bear semblance to our plight of today. There are those who have done their best to take away our arms, the fruit of our labors and the very document upon which this once great nation was founded. High taxes were one reason for the revolution against the Kings law. If all the taxes at every level had to be paid each time we made a purchase today the average citizen would be stunned into taking immediate action against them. Take the time to read the Constitution, State or Federal and you will be amazed at the discrepancies between what it says can be done and what is actually taking place.
&lt;br /&gt;

&lt;br /&gt;
545 men and women are elected to represent the people at the federal level. Each has a particular role to play and those roles are designated by the constitution. Congress is made up of two bodies, the House and the Senate. These two bodies make the laws which in turn can be signed or vetoed by the President. All monetary Bills must originate in the House of Representatives. Though the President can put forth a proposed budget, only the Congress can pass a fiscal budget. The President can then sign or veto the Bill. Any Bill vetoed by the President can have the veto overturned by a 2/3 majority vote of both Houses and it then becomes law. So you see there are checks and balances covering every Bill throughout the process of becoming law. Unfortunately, passage for many of these Bills, are hidden from public view so you have no way of knowing how a particular Bill becomes law. The favored way is to have very little if any debate then have the Speaker say “without objection so ordered” and another Bill has become law with no recorded vote. They can also call for a voice vote and again there is no record of how your legislators vote.
&lt;br /&gt;

&lt;br /&gt;
Presidential Directives and Executive Orders are the way a President slips their desires past the public. They can simply issue the directive or order and unless they are overturned by the congress they become law. This has become a simple way of turning our government functions over to the private sector with very little fanfare. By using this method individuals are put in charge of committees that should not even exist without a vote from anyone. They are all simply appointed to carry out duties in a fashion to suit themselves and those who put them into that position. Each such instance moves government a little farther from the scrutiny of those it is meant to serve.
&lt;br /&gt;

&lt;br /&gt;
That is where we find ourselves today. We have grown so accustomed to candidates lying while seeking election that we don’t pay attention any more. We simply go in and vote for a name we recognize, generally the incumbent, without giving it a thought. That is if we even bother to vote at all. We have become slaves to a group of men and women, many of whom should be in prison rather than in charge of our welfare. Before I tell you what can be done to rectify this dilemma let me first tell you a little about my credentials. I dislike using the word I when speaking of the association. None of our accomplishments would be possible if WE had not all done our part. The success of this endeavor will also depend on each of us doing our part.
&lt;br /&gt;

&lt;br /&gt;
My name is Sputnik. Yes, only one word, in this world today that causes concern and my plane tickets have been marked more than once for special searches. I just quit flying. I am a Biker and proud of it. In our world a man’s word is his bond. You are loyal to family and friends, fiercely independent and willing to fight for our God given rights and the Liberty to practice those rights. In my younger days I just wanted to be left alone. Like anyone else I voted and went home considering my job to be done for another two years. I didn’t much care what laws were passed. If they were redundant laws I just figured do what you want to the other people but don’t try to make me go by those laws and we will get along. Push me and I will push back harder.
&lt;br /&gt;

&lt;br /&gt;
I have no problem with Peace Officers or Police Officers. I have no use whatsoever for Law Enforcement Officers or Cops. In days of yore a Peace Officer’s job was to keep the peace with the least amount of intrusion into your life. Today that has changed. They are now called Law Enforcement Officers and their main concern is to pad the coffers. Cops are people who belong behind bars, not behind a badge and a gun.
&lt;br /&gt;

&lt;br /&gt;
IN 1992 I attended my first National Confederation of Motorcyclist in New Jersey. Thanks to US Senator Dave Durenberger, I realized that I had sold my grandkids into slavery to a totalitarian government by not being more involved in the political arena. After discussing the Pros and cons with my wife I decided to see what I could do about the situation. I founded the Texas Motorcycle Rights Association and began teaching other bikers how the political process really works and how to use it.
&lt;br /&gt;

&lt;br /&gt;
My first booklet was “Revolution The Real Solution”. It explained the different meanings given to revolution in the dictionary and then called for a political revolution. The second booklet, which has been spread across the country was “Five Steps To Freedom” (one step at a time). It began with register to vote, get acquainted, work campaigns, vote in the Primary, become a State Delegate to your Party and finally run for office. AT that time I asked the Texas Riders to do just one thing, become State Delegates to the Party of their choice during the next Primary election. I explained that they need not be concerned about the big picture that I had that figured out. If they would do just that one thing and we were successful in taking back our state it would be thanks to them. If we weren’t successful it would be my fault because I hadn’t looked at the big picture properly. They did that one thing and it worked beyond even my expectations.
&lt;br /&gt;

&lt;br /&gt;
I complained about why we weren’t taught politics in school. When it became time to print a new Government Text Book for College I received a call to do an interview. When the new text book came out we had 7 pages in it. Besides doing seminars for biker groups I began getting calls to speak to college classes. It gives one real satisfaction to see a student’s eyes light up when they realize they are hearing something they haven’t been told prior to your visit. It is doubly satisfying to meet students at the capitol that you have spoken to their class and have them acknowledge their thanks by asking for an autograph. We now have a TV Show in Austin called “Texas Politics Biker Style”. Our shows can be viewed on the internet at our website by the same name. I am recognized most anywhere I go by someone.
&lt;br /&gt;

&lt;br /&gt;
The next booklet was “Run for Office and Win” (with very little money.) This booklet explained that name recognition was the best way to win an election. If you have a large dedicated staff of volunteers to make your name become a household word then you will win regardless of how much money your opponent spends. Again this training aid became a success and we began putting bikers into office. That gives you some idea how I have spent the last 16 years. It is my contention that “Politics is the best game in town”.

So enough about me let’s get ready to play the game, the right way.

RICHMOND — Motorcyclists in Virginia are the worst in the nation when it comes to staying sober and staying alive, according to AAA Mid-Atlantic.
&lt;br /&gt;

&lt;br /&gt;
“While other states are seeing decreases in the number of alcohol-related motorcycle fatalities in 2007, Virginia deaths are roaring to new levels,” said Martha Mitchell Meade, spokesperson for AAA Mid-Atlantic.
&lt;br /&gt;

&lt;br /&gt;
Nationally, the number of traffic fatalities attributed to alcohol-impaired motorcyclists increased in 2007 by 7.5 percent, from 1,508 to 1,621 deaths compared to the prior year. In Virginia, traffic deaths attributed to impaired motorcyclists in 2007 increased 160 percent. Fifteen motorcyclists under the influence died in 2006 compared to 39 in 2007. The increase of 24 motorcyclist fatalities in alcohol-impaired driving crashes in Virginia was the largest in the nation.
&lt;br /&gt;

&lt;br /&gt;
In addition to the upward trend in the number of motorcycle deaths due to alcohol, the overall number of people killed in alcohol-related traffic crashes increased last year in Virginia, according to a report from the National Highway Traffic Safety Administration. In contrast, drunk driving-related deaths fell in 32 states. New data shows that traffic fatalities caused by motorists driving under the Influence in 2007 were down nationwide by 493 deaths, from 13,491 to 12,998, a nearly 4 percent drop when compared to 2006.

 Importance of Motorcycle Tire Inflation Maintenance &amp;amp; Load Restrictions
&lt;br /&gt;

As the world leader in motorcycle tires, Dunlop continues to be concerned about the lack of attention paid by many cyclists to proper use and maintenance of their tires, particularly when fitted to motorcycles intended for touring.
&lt;br /&gt;

&lt;br /&gt;
Dunlop technical personnel have attended touring rallies all over North America to collect vital data and give instructional seminars.
&lt;br /&gt;

&lt;br /&gt;
What we have observed at these rallies alarms us; many touring riders are not following proper tire maintenance procedures.
&lt;br /&gt;

&lt;br /&gt;
The requirements for proper tire usage are not complicated, but they do require consistent attention.
&lt;br /&gt;

&lt;br /&gt;
Owners and operators of motorcycles should closely monitor vehicle loadings to insure they are within the maximum loads and corresponding inflation pressures for their tires. This basic load and pressure information is clearly stamped on the tire sidewalls.
&lt;br /&gt;

&lt;br /&gt;
The tire does not support the load-the air pressure does. The manufacturer's ratings for the maximum load and inflation pressure are critical tire design elements. If not observed, the handling and performance of your motorcycle will be greatly affected.
&lt;br /&gt;

&lt;br /&gt;
We have checked inflation pressures at several touring rallies and found a high percentage of rear tires to be underinflated. In addition, weight checks of the rear axles of these motorcycles indicated a number of tires were loaded beyond maximum capacity.
&lt;br /&gt;

&lt;br /&gt;
Our inspections have not been limited to those cycles fitted with Dunlop tires; the situation exists for all brands of tires.
&lt;br /&gt;

&lt;br /&gt;
Regardless of the make of tire, this is a serious problem. Riders of motorcycles with significantly underinflated and overloaded tires will experience handling and steering difficulty. In addition, this abuse will result in disappointing premature tire wear and may cause catastrophic tire failure.
&lt;br /&gt;

&lt;br /&gt;
The addition of accessories, cargo, and dual riding to touring motorcycles aggravates the problems of overloading and underinflation. The excessive flexing that results from underinflation or overload causes buildup of internal heat, fatigue cracking and eventual carcass breakup resulting in complete failure. A consequence of such failure may be an accident with serious personal injury or death.
&lt;br /&gt;

&lt;br /&gt;
The appearance of stress cracks in the tread grooves is one indicator of overload and/or underinflation. If you find evidence of tread groove cracking, you should remove and replace the tire immediately. This damage is permanent and non-repairable.
&lt;br /&gt;

&lt;br /&gt;
Our inspection of tires of various style and manufacture at rallies and our subsequent testing have confirmed that underinflation (and/or excessive load) causes tread groove cracking and can result in more serious damage within the tire body. Uneven wear may also accompany underinflated use. Failure to heed these visual warnings can result in tire failure or blowout.
&lt;br /&gt;

&lt;br /&gt;
The use of trailers can also contribute to tire damage and touring motorcycle instability. Although most motorcycle manufacturers recommend against their use, a percentage of the motorcycles we have inspected were so equipped. The trailer tongue weight added to an already heavily laden motorcycle can fail a rear tire. The percentage of overloaded motorcycle rear tires found during our inspection would have been higher if trailer tongue weight had been considered. The forces of rapid acceleration and deceleration may also multiply the effects of trailer tongue weight.
&lt;br /&gt;

&lt;br /&gt;
To get the maximum safe use out of your tires and maximum touring enjoyment you should:
&lt;br /&gt;
Properly maintain all aspects of your vehicle in accordance with manufacturer's recommendations. Read and reread your motorcycle owner's manual.
&lt;br /&gt;
Never exceed the loading and accessories restrictions found in your motorcycle owner's manual, or the maximum load displayed on the tire sidewalls. Know your loaded vehicle weight!
&lt;br /&gt;
Check air pressure at frequent, regular intervals, particularly just before and during long trips. Always use an accurate tire gauge* and check pressures only when the tires are cold (i.e., wait one hour after running). We have found many cheap gauges to be off more than 5 psi, so be sure to use a top quality gauge and preferably one that retains the pressure reading until reset!
&lt;br /&gt;
Inspect your tires as often as possible. Look for irregular wear, any signs of cracking in the sidewalls and tread, blisters, knots, cuts or punctures. Immediately remove and replace damaged tires.
&lt;br /&gt;
If in doubt, ask your motorcycle tire dealer to check your loading, inflation and tires. Remember, your tires stand between you and a serious accident.
&lt;br /&gt;

&lt;br /&gt;
For touring motorcycle loading, follow these general guidelines:
&lt;br /&gt;
Light loads-single rider with some luggage (up to 200 lb. total)-minimum tire pressure of 32 psi front and 36 psi rear must be maintained.
&lt;br /&gt;
Heavier loads-dual riding and/or luggage (from 200 lb. total up to maximum motorcycle capacity stated in the owner's manual)-pressure of 36 psi front and 40 psi rear must be maintained.
&lt;br /&gt;
Please Note:
&lt;br /&gt;
For any dual riding or fully loaded use, 40 psi must be maintained in all Dunlop rear tires fitted to touring motorcycles.
&lt;br /&gt;

&lt;br /&gt;
In addition to following these recommendations, notice what your tires are telling you while you're riding. If your steering response is slow or mushy, or if cornering and braking response is heavy, there's a good chance your tires are underinflated. Vibration or wobble may signal that actual tire damage has occurred and failure is imminent!
&lt;br /&gt;

&lt;br /&gt;
If you conscientiously follow our recommendations, you will enjoy better, longer, and safer tire performance and many, many miles of touring pleasure.

Effective July 8, 2008, Utah will begin using a tiered licensing system for motorcycle endorsements.
&lt;br /&gt;

&lt;br /&gt;
- If a rider tests on a 90cc or less motorcycle or scooter they will be restricted to 90cc or less.
&lt;br /&gt;

&lt;br /&gt;
- If a rider tests on a 249cc or less motorcycle or scooter they will be restricted to 249cc or less.
&lt;br /&gt;

&lt;br /&gt;
- If a rider tests on a 649cc or less motorcycle or scooter they will be restricted to 649cc or less.
&lt;br /&gt;

&lt;br /&gt;
- If a rider tests on a motorcycle or scooter larger than 650cc they will be allowed to ride any motorcycle or scooter.
&lt;br /&gt;

&lt;br /&gt;
If a rider takes a motorcycle safety class on a 250cc, successful completion will waive the riding part of the license test for an up to 649cc endorsement. To get an endorsement for motorcycles above 649cc riders must use a larger motorcycle in the safety class. To use your own bike in a class you must have a permit, registration, and insurance. If a rider currently rides a motorcycle over 649cc they may obtain a skill test waiver by successfully completing a License Waiver Experienced Rider Course (ERC), a 5 hour course that costs $85.

&lt;span class="postbody"&gt;Congress wants stricter safety standards for All-Terrain Vehicles (ATVs), as indicated by their passage of HR 4040, the Consumer Product Safety Improvement Act of 2008, on July 31, 2008.
&lt;br /&gt;

&lt;br /&gt;
The legislation, which is currently awaiting the President's signature before becoming law, would require any ATV manufactured or imported and then sold in the United States to comply with the American National Standard for Four Wheel All-Terrain Vehicles Equipment Configuration and Performance Requirements, as developed by the Specialty Vehicle Institute of America (American National Standard, ANSI/SVIA).
&lt;br /&gt;

&lt;br /&gt;
Additionally, the Consumer Product Safety Commission (CPSC) would be directed to consider strengthening safety standards for suspension, brake performance, speed governors, warning labels, marketing, and dynamic stability.
&lt;br /&gt;

&lt;br /&gt;
Each product sold in the US would be labeled as compliant with the regulation only after all safety standards are met. The law also requires manufacturers and distributors to submit and follow an ATV action plan. The action plan is described as a written plan or letter of undertaking from the manufacturer or distributor outlining directives they agree to implement in pursuit of ATV safety. This includes rider training, distribution of safety information, age recommendations, policies regarding the marketing and sale of ATVs, monitoring of ATV sales, and other safety- related measures.
&lt;br /&gt;

&lt;br /&gt;
The purpose of the legislation is to assure compliance with basic standards for ATVs in the United States and boost ATV safety and awareness programs domestically.
&lt;br /&gt;

&lt;br /&gt;
If the bill is signed into law by President Bush, the CPSC will have 90 days to publish the ANSI/SVIA regulations as a mandatory safety standard. The standard will then take effect 150 days after it is published.
